SBIR reviewers reward preliminary evidence, and for hardware concepts the cheapest legitimate form is computational modeling: a CFD study, a stress or thermal analysis, an antenna pattern. A pre-funding team can produce it in weeks. Free tools carry real limits — student licenses prohibit commercial use — but evaluation licenses for commercial tools like Ansys exist precisely for this stage.

The evidence problem every pre-funding team has

Phase I reviewers score feasibility, and nothing argues feasibility like data. But a pre-funding hardware team can't afford a test campaign — that's why they're applying. The escape from this loop is analysis: a competently built simulation shows the physics closes, quantifies the risk you're proposing to retire, and demonstrates that your team can actually execute the work plan you're proposing. Reviewer guidance across agencies explicitly treats computational results as acceptable preliminary evidence.
